The Opportunity

Reporting to the Manager of Emergency Management, the Emergency Management Specialist is responsible for supporting all elements of the Emergency Management program across all TransCanada lines of business. The program contains elements of preparedness, response and compliance and supports gas pipelines and storage facilities, liquid pipelines and terminals, and several energy facilities.

*This position will be located in one of our regional offices either in Calgary, AB, Edmonton, AB, Winnipeg, MB, Bolton, ON, or Les Cedres, QC depending on where the successful candidate currently resides. The successful candidate will be legally able to work in either location as this position is not eligible for relocation.

What you'll do

  • Ensures that TransCanada meets or exceeds all regulatory requirements and is adequately staffed to effectively respond to emergencies;
  • Enable the Emergency Preparedness and Response Training and Exercise Programs through attendance at field exercises, drills, and deployments and training events across the company’s base of operations;
  • Develop and maintain a network of EP&R consultants, contractors, and industry and agency organizations by working with external resources leads and supply chain to identify needs for supplemental support by third parties - ensure corresponding agreements are active and in accordance with resource strategies;
  • Guide, train and develop employees and responders by supporting internal and external training requirements in accordance with the TransCanada strategy;
  • Lead and liaise with emergency response agencies at all levels of government;
  • Actively participate in Industry Associations and trade groups to influence and understand new legislation with potential impact to TransCanada;
  • Conduct and continuously improve process and document reviews to ensure Emergency Management compliance requirements are understood and implemented by subject matter experts;
  • Develop and implement programs, processes and services to help identify legislation that is applicable to TransCanada;
  • Proactively keep compliance top-of-mind by developing and training subject matter experts on compliance related requirements;
  • When required, respond to incidents in the field and serve in a Command or General Staff Role in the Corporate Incident Management Team.

 

Minimum Qualifications

  • Degree in Emergency Management or other applicable discipline such as Public Safety, Project Management, Environmental Science, etc. is required;
  • Minimum of six (6) years of relevant experience in an emergency preparedness and response role in the public sector in Emergency Management, Fire Service, Law Enforcement, or Military OR in the private sector in the Petrochemical or power generation industry;
  • Experience and qualifications in a Command or General Staff Role on an Incident Management Team or on an Incident Command System managed significant incident over multiple operational periods.

 

Preferred Qualifications

  • Experience in EP&R or Operations Management in the oil and/or gas pipeline industry, at a terminal facility, or power generation facility preferred; 
  • Experience managing a project or program over the course of two or more years that required strategic planning, prioritizing, budgeting, supervision, detailed report writing, and problem solving;
  • Incident Command System 100, 200, 300 (Incident Commander or Planning Section Chief role-specific training preferred);
  • Experience managing multiple components of a program and related budget; ability to independently apply departmental policies;
  • Understanding of pipeline and oil/gas facility design;
  • Exceptional written and verbal communication skills;
  • Ability to manage diverse issues while away from a traditional office setting;
  • Strong organization and time management skills and ability to plan, organize and prioritize daily activities;
  • Strategic thinking and thinking adaptability;
  • Strong customer service and client relations background;
  • Ability to manage conflict and use tact and diplomacy;
  • Experience working closely with or in an emergency services agency.
