General Information

The Supply Chain Contract Analyst is a member of the Supply Chain, Coastal Gaslink Pipeline Projects team and reports to the Contracts Manager – Coastal Gaslink Pipeline Projects. As a Supply Chain Contract Analyst you will work with other members of the Supply Chain team, Project Team representatives, and other stakeholders on executing sourcing and contracting services. You will be responsible for ensuring that all contracting and sourcing activities are completed with sound commercial judgment and on the right terms that will drive performance, value, and positive project outcomes, while operating under safe, environmentally sound, and fair conditions. You will manage the commercial relationships to control risks as agreed, and to resolve issues that arise, in an equitable manner that preserves the working relationship, while protecting the company’s interests and delivering the outcomes and innovation sought through the commercial relationship.

 

Responsibilities

  • Develop contract and service agreements, and Release Orders, that drive value for money within acceptable risks and in accordance with Policy & Procedures and approved Contracting strategies;
  • Interact with Supply Chain leader(s) Business Unit stakeholders, other Supply Chain Departments, other TransCanada internal stakeholders and potential supplier(s) and contractor(s);
  • Act as a liaison between Supply Chain and Business Unit to implement contracting strategies and manage issues during contract formation and contract management;
  • Continually identify, prioritize and mitigate risks and issues related to contracts;
  • Develop and recommend commercial contracting strategies, tactics and actions to be pursued in each strategy (e.g. contracting framework, supplier engagement, business participation);
  • Develop and validate commercial contract strategies (e.g. pricing types, optional pricing, incentives, milestones, etc.);
  • Create contract documents (schedules, etc.) for the Form of Contract in accordance with Supply Chain Policies & Procedures;
  • Recommend commercial terms of the contract(s) for appropriate approval;
  • Document and communicate to senior management all recommendations for contract award including commercial rationale;
  • Draft, negotiate, and execute contracts and ensure executed contracts are communicated to all relevant parties;
  • Onboard supplier(s), Supply ChainContract Administrator(s), Supply Chain Buyers, and Business Unit with the contract(s);
  • Coach Business Unit contract owners and engage with suppliers to drive performance and compliance to contracts;
  • Oversee the implementation of multiple master service and master material supply agreements (MSAs), Stand-Alone agreements, and all purchase orders released;
  • Support development of improvement plans for suppliers;
  • Lead Contract Management activities as required including supplier performance management;
  • Contribute to departmental and major project business planning or departmental initiatives;
  • Monitor and report on Budget tracking and escalate appropriately;
  • Onboard, coach, and mentor new Supply Chain Contract-Analysts;
  • Other tasks as required.

 

Qualifications

  • Superior written and oral communication skills;
  • Strong analytical and problem solving skills;
  • Excellent interpersonal skills;
  • Demonstrable financial acumen;
  • Thorough understanding of contract structure, terms and conditions and supplier performance;
  • Experience managing high value relationships with internal and external stakeholders and understanding of their objectives and needs;
  • Proven strong negotiation skills and contract management expertise.

 

Education and Experience

  • A relevant University degree and a minimum of six years of related experience in sourcing and contracting or contract management is required;
  • Enrollment or completion of certifications or designations related to purchasing, contract law, project management, or business administration would be considered assets;
  • Experience in Supply Chain Management process and systems;
  • Experience in the energy industry. Midstream, power project development, or construction experience would be considered an asset;
  • Experience with SAP/Arriba modules would be a very strong asset;
  • Project management or project controls skills and experience would be considered assets.
