General Information

This position will report to the Director, U.S Natural Gas Pipeline Law – Environmental and Pipeline Safety. The individual will be primarily responsible for providing legal advice on environmental, pipeline safety and regulatory matters related to the operations of the Company’s U.S. gas pipelines as well as support for new natural gas transmission and midstream pipeline development projects. 

 

Responsibilities:

  • Provide support, guidance and legal opinions to the U.S. Natural Gas Pipeline business unit on environmental, health and safety as well as and pipeline safety matters arising from the operation of existing company facilities;
  • Handle and manage external counsel in environmental and pipeline safety matters before regulatory/administrative agencies, as well as litigation in these matters by third parties;
  • Assist in managing compliance issues and developing compliance programs in relations to air, asbestos, hydrocarbon, mercury, PCB and Superfund issues and remediation;
  • Providing federal and state siting, permitting and associated regulatory advice to the natural gas pipeline business unit regarding prospective pipeline projects;
  • Participate as a member of the US emergency response program;
  • Monitor, provide updates and advise on proposed and new law and regulations that impact the business unit;
  • Participate on behalf of the Company in industry groups and trade associations.

 

Qualifications:

  • An understanding of the natural gas pipeline businesses and direct experience with some or all environmental and pipeline safety regulatory interpretation, litigation management, and siting and permitting of natural gas pipelines;
  • Demonstrated ability and experience providing legal advice on applicable U.S federal and state laws, regulations and practices related to the siting and approval of natural gas pipelines;
  • Strong advocacy skills, both oral and written;
  • An ability and willingness to travel within North America as required;
  • Non-legal/technical experience would be an asset;
  • Strong organizational skills and an ability to support diverse client groups and handle multiple files, and
  • Strong interpersonal skills and the ability to work well both independently and in a team environment.

 

Education and Experience:

  • Juris Doctorate from ABA accredited law school;
  • Licensed to practice law in the US;
  • Undergraduate degree from an accredited college or university;
  • Minimum 4 years of relevant legal experience*
  • Environmental, pipeline safety and regulatory experience, preferred;
  • Willingness and demonstrated ability to understand and work with engineers and other technical disciplines in interpretation and applying regulations.

 

*Depending on the qualifications of the applicants, the successful candidate may be offered a position at a more appropriate level and/or ladder.
