General Information

Reporting to the Director, Buckeye Express Project (BXP), this position is responsible for ensuring high quality and accurate scope, cost, progress, and performance measurement analysis is delivered for all phases of BXP in a timely and accurate fashion for all project disciplines and asset types including facilities, pipelines, and owner’s costs. This role is responsible for management of project controls and reporting through effective management of discipline analysts and full engagement with project managers and subject matter leads. Responsibilities for coordination, reporting, and analysis include preparation of weekly and monthly cost, schedule, and performance measurement packages and other areas of project reporting as required.

 

 

Responsibilities

  • Provide leadership and direction to execute all aspects of project controls in accordance with Project Delivery Standard deliverables, processes, and procedures including but not limited to:
    • Leadership of Project Controls Organization
    • Program Staff Planning and Control
    • Work Breakdown Structure
    • Planning / Scheduling and Progress Measurement
    • Risk Management
    • Management of Change
    • Cost Management
    • Program Reporting
    • Benchmarking
    • SCM Support
    • Sub-Program Execution Plans
    • Document Control
    • Annual Program Closeout
  • Develop and implement strategy for planning and status reporting on program progress towards timely and complete land acquisition and receipts of permits, engineering, procurement, and construction, and project close out;
  • Manage, mentor, and lead staff to accomplish project controls deliverables along with program coordination and reporting deliverables;
  • Liaise with other departments as necessary including Supply Chain, Area and Project Managers, and external vendors as required to ensure effective and accurate cost and schedule tracking and coding;
  • Work specifically with Supply Chain to ensure alignment between supply chain and controls systems and processes on item coding, pay item structure, and pay item/contract progress to date;
  • Participate and support as necessary the bid, evaluate, award process for each of the contracts to be awarded;
  • Collaborate with document control Analysis to follow TransCanada document control procedures;
  • Other tasks as required.

 

Qualifications and Education

Qualifications:

  • Excellent facilitation, communication and analytical skills (both written and verbal).
  • Strong analytical, interpretive, organizational, and problem solving skills;
  • A self-starter, able to work with minimal supervision, and able to drive items to definitive closure;
  • Formal leadership and management experience a plus;

 

Education / Experience:

  • University degree in Engineering, Finance, Accounting, Economics, or similar discipline;
  • 10 years of relevant industry experience;
  • Direct experience in pipeline controls and/or pipeline construction projects is desired;
  • Field construction experience is a plus;
  • Strong working knowledge of project control functions and project accounting processes and systems, especially SAP and Primavera Project Manager (P6);
  • Strong desktop computer skills (MS Office).

 

*This position may require:

Travel to other company locations for temporary assignments, meetings or training which would involve some overnight stays away from home.
