General Information

Reporting to the Manager, KXL Materials, the successful candidate will be part of a multi-disciplinary team responsible for overseeing the materials to be purchased for the 882-mile KXL US pipeline segment and the storage, preservation, refurbishment and replacement of equipment and materials purchased and stored for the construction of the Keystone XL project (both pipeline and facilities).  Project performance will be measured on the ability to deliver materials on schedule to meet construction requirements and assure stored equipment and materials are fit for purpose.  The successful candidate will be a key contributor to timely availability of equipment and materials for Keystone XL construction.

 

As the Project Manager, the successful candidate will work closely with Engineering, Construction execution teams, Material Coordinators, Supply Chain Management and various other internal and external engineering and procurement contractors in office, warehouse and field locations to plan, organize, execute, track and report on assigned equipment and material preservation and refurbishment activities.  The Project Manager will provide timely updates to the Pipeline and Facilities Construction Execution Teams (Project Managers and Material Coordinators) on production and fabrication status, material refurbishment status and availability of stored equipment and material for shipment to field locations.

 

The Project Manager will provide strong technical, project management, organizational, and communication skills and will develop the knowledge of the systems, processes and tools required to track and report material status.

Responsibilities

Specific responsibilities include, but are not limited to:

  • Overseeing new pipeline materials scope from material requisition development through final installation including but not limited to CP and AC mitigation materials, pipe fittings, mainline valve assemblies, line pipe, casing materials, mainline valve electrical & instrumentation materials
  • Ensures adherence to the project execution plan and that key activities are performed in the right sequence.
  • Lead and review material requisition prepared by U.S. pipeline engineering team
  • Coordinate technical and commercial review of proposals received and make recommendations
  • Support preparation of investment valuations, cost estimates, decision summaries, risk analysis and plans
  • Lead Purchase Order kick off meetings with suppliers including fostering and maintain relationships to ensure quality, cost and schedule performance
  • Oversee project shop inspection, manufacturing surveillance staff
  • Coordinate supplier services required during construction to trouble shoot, repair or arrange for replacement parts
  • Triage over, short, damage materials on behalf of the spread Project Manager and field engineer 
  • Serve as Project’s liaison for transportation and logistics specifically with BNSF and the UP rail for line pipe transportation of new and refurbished line pipe and suppliers related to non line pipe materials
  • Prepare materials status tracking spread sheet, and provide inputs/review into various project controls and supply chain reports 
  • Coordinate the equipment refurbishment program related to U.S. Pipeline materials: mainline valve assemblies, mainline valve electrical & instrumentation materials
  • Develop refurbishment scope of work for assigned materials and issue to Supply Chain for quotation.  Provide or coordinate technical review of proposals received and provide approval of same to Supply Chain;
  • Provide onsite leadership and oversight to ensure safe and successful execution of assigned refurbishment scope;
  • Coordinate with construction and engineering to execute project scope, budget, execution plan, schedule, resource requirements, permit applications, commissioning plan, pre-start safety review, documentation, drawing modifications, close-out of punch list items, and training where appropriate;
  • Create project execution plans to encompass schedules, budgets, resource requirements, permits and regulatory requirements;
  • Coordinate or direct the work of external consultants and contractors;
  • Provide leadership and influence in the continuous development of project management tools and processes;
  • Make independent decisions and communicate recommendations to management and other affected parties in a way that fosters consensus and facilitates efficient outcomes;
  • Must have unrestricted ability to travel within North America up to approximately 30 days at a time;
  • Other tasks as required.

 

Qualifications and Experience

 

Qualifications:

  • Strong ability to demonstrate project management principles and practices;
  • Experience in purchasing or subcontracts, including bid, evaluate, award cycle, and commercial strategy.
  • Proficient in interpreting schedules to ensure that realistic milestones are established, that required activities occur on time, and that interface between activities is maintained.
  • Excellent oral and written communication skills including the ability to provide and present timely and relevant feedback/reporting to various stakeholders. Candidate will be asked to submit a technical writing sample;
  • Innovative, self-motivated, professional, and able to work without being under direct supervision and contribute in a fast-paced, multi-discipline team environment;
  • Proficient in reading and understanding mechanical discipline drawings including P&IDs, piping isometrics, general arrangements, mechanical system drawings;
  • Must possess a high level of attention to detail;
  • Must have strong analytical and problem-solving skills;
  • Must have good judgment and decision-making abilities;
  • Ability to work independently to organize, plan, coordinate, and manage multiple projects/tasks simultaneously including providing daily field support;
  • Ability to exercise leadership without formal authority and have demonstrated leadership skills for delegation, negotiation, influencing, and consensus building to coordinate work to meet objectives;
  • Ability to embrace and lead change.

 

Education/Experience:

  • University degree in Engineering and P. Eng. License;
  • Minimum 10 years of progressive relevant field experience in pipeline and liquids pump stations) (i.e. design, construction, commissioning, operation, and maintenance);
  • Recognized certificate or diploma in Project Management and previous project management experience would be considered an asset;
  • Demonstrated proficiency in the use of PC-based computer systems and software applications with an emphasis on Microsoft Excel, Word, Power BI, and SharePoint Office 365;
  • SAP experience would be considered an asset.

 

  • This position requires candidates to:
    • Have and maintain a valid full and unrestricted driver's license;

    • Successfully complete a security clearance/criminal record check.
