General Information

 

This position reports to the Director of Project Services within the Liquids Business Unit at TransCanada. The incumbent will, lead a team of quality engineers/specialists engaged in:

 

  • Preventing the introduction of defects/errors by planning for quality, aiding in the development of the construction quality program, reviewing quality requirements for contracts and PO’s, and providing quality related training; 

 

  • Helping assure quality through auditing programs, construction projects and vendors; and measuring and improving the quality program by developing and improving quality management processes, procedures and templates, and identifying and recommending improvement opportunities to business units.

 

*This role will require travel to the field but will reside in the Houston office.

 

Responsibilities

 

Provide leadership to the team through:

  • Developing and executing the vision and strategy for quality on the project;
  • planning goals and objectives for team members;
  • Ensuring the provision of timely and appropriate training for team members;
  • Assessing team member performance; and mentoring and developing team member skills and abilities.

     

Lead the planning/development/execution of:

  • Project Quality Plans (PQP) prior to start of work;
  • QA and QC plans to identify project specific quality risks and ensuring the development of appropriate mitigation strategies to be implemented on projects;
  • Quality related training including onboarding, procedure implementation and project specific role-based quality activities;
  • The provision of quality related training to team members on QA, QC, continuous improvement;
  • Auditing processes designed to ensure all project activities comply with requirements, including Engineering Offices, Fab/Production Facilities, and construction sites;
  • Project quality audits against project quality plans, relying on facts and their analysis to issue non-conformances;
  • Quality Plans (i.e. Engineering firm, prime contractor, subcontractors etc.), project quality contract language (RFP, RFQ), quality related proposals (i.e. third-party testing firms), and contracting/procurement plans;
  • KPI’s and directing corrective action as required;
  • Continual improvement activities like root cause analysis and conducting continual improvement events;
  • Lessons learned sessions throughout the project lifecycle to identify and formally implement improvement opportunities (share within the QCOP); and
  • The TransCanada Quality Community of Practice (QCOP).

     

Manage the operation of the team through:

  • Planning and monitoring budgets;
  • Allocating resources to activities;
  • Other tasks as required.

 

 

 

Qualifications and Education

 

Qualifications:

  • Experience in construction QA/QC:
  • Experience in managing the planning and conduct quality audits and reviews of projects and contractors
  • Industrial field construction experience (prefer pipeline or facilities);
  • Experience in all phases of project work (requirements, detailed design, procurement, construction, commissioning and turn-over);
  • Project management experience demonstrated through completion of large, complex projects ($500M+);
  • Practical experience in the application industry standard quality management (ISO, API, etc.) and project implementation through PQPs;
  • Experience with NEB, FERC, PHMSA, or State related regulatory processes;
  • Experience in leading continuous improvement activities.

 

Education/Experience:

  • University degree in a technical field with 10 years of relevant experience or

    Technologist with 15 years of relevant experience;

  • Professional Engineering (P. Eng.) designation with 10+ years of experience is preferred, or

    Certified Engineering Technologist (C.E.T.) with 15+ years of experience will also be considered;

  • Individuals with professional designations in quality engineering (Six Sigma green belt or black belt) preferred;
  • Project Management Professional (PMP) desired;
  • Certified Auditor (ISO, ASQ, RABQSA) desired;
  • Experience in leading QA engineers/specialists in providing and executing quality plans for larger projects;
  • Technical background in pipeline design and construction processes, materials and quality engineering;
  • 6 or more years of relevant leadership in quality management with a minimum of 2 - 4 years of construction related experience.

 

 

This position requires candidates to:

  • Travel across borders and as such the candidate must be able to provide applicable documentation to this affect;
  • Reside in camp accommodations when/if required;
  • Have and maintain a valid driver’s license; and
  • Provide a driver’s abstract for review.
