Responsibilities

 

  • Monitor and analyze issues throughout North America providing perspective and support in the development of policy recommendations through Briefing Notes where appropriate;
  • Supporting or leading multi-disciplinary teams in the  preparing regulatory filings;
  • Assisting in the preparation and drafting of regulatory filings and coordinating responses to information requests from regulatory agencies. This may include managing major tolls
  • Applications, financial audits and routine filings, depending on organizational needs;
  • Provide regulatory economic analysis and recommendations;
  • Provide regulatory research, analysis support and develop recommendations with respect to TransCanada filings and interventions and present recommendations to senior management;
  • Monitor and analyze natural gas, electricity and  oil pipeline issues as they arise with Mexican regulatory bodies;
  • Support the economic analysis of regulatory decisions;
  • Support research requests from various departments within TransCanada;
  • Candidates are able to act with initiative to identify and define issues, as well as recommend appropriate courses of action to decision makers;
  • May liaise with government and regulatory officials in representing the Company with pipeline industry members and industry associations;
  • Stays abreast of current and proposed laws, regulations and industry developments affect in Company projects and initiatives;
  • Overtime is an occasional requirement when participating in active regulatory proceedings.
  • Travel is required infrequently, and may be within Mexico and other areas in North America

 

Qualifications and Education

 

  • Experience in both regulated and conventional tariff/rate calculations for natural gas transportation is a must (integrated systems as well as for power would be a plus)
  • Knowledge of economic concepts and principles;
  • Knowledge and understanding of the gas, oil and power business;
  • Knowledge of regulatory policy and understanding of Mexican regulatory practices;
  • Strong regulatory research skills;
  • Strong communication skills, both written and verbal in Spanish, and in English would be an asset;
  • Basic computer skills, including proficiency in Microsoft Word and Excel;
  • Ability to work independently;
  • Strong interpersonal skills;
  • Works well in a team atmosphere;
  • Familiarity with the regulated utility industry.
  • Bachelor degree
  • MBA would be desirable.
  • Five years experience in Oil & Gas Sector
  • Experience y regulatory area.
  • Marketing/power experience will be desirable.
  • Experience making recommendations to the board. (negotiation and strong analysis skills)
